Sharpshooters lay their eggs inside leaf tissue. They hatch inside the leaf, emerge as a small soft nymph and shed their exoskeleton a few times until they’re adults. When I see the eggs laying inside a leaf I use my thumbnail to pierce and kill them all.

Some species of sharpshoots create a white waterproof material called brochosomes.  After they have laid their eggs inside the leaf they will scrape this powder from their wings to help protect their eggs.  I think this stuff damages the leaves as well but I’m not positive about that.
